In the Netherlands, student finance is possible through DUO, which can help cover tuition fees and living expenses for eligible students, making higher education more accessible. How does DUO work, and how do you apply for it? Let me help you out in this blog!<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<h2>What is DUO?<\/h2>\n<p><span style=\"font-weight: 400\">DUO (the Education Executive Agency) is a part of the Dutch government that gives loans and grants to students studying in the Netherlands. Grants from the Dutch government are gifts, meaning they don\u2019t need to be paid back. However, if you do not complete your studies within 10 years, then you need to pay it back with interest. They also offer standard loans for tuition fees and living costs that you can apply for, but I always recommend applying for the \u201cgifts\u201d as well.<\/span><\/p>\n<p><span style=\"font-weight: 400\">There are different tiers of the grant you can apply for:<\/span><\/p>\n<ul>\n<li>the basic grant (the most common grant students get)<\/li>\n<li>the supplementary grant (mainly for low-income families)<\/li>\n<li>the student travel product (free transportation on either weekday or during the weekend)<\/li>\n<li>the interest-bearing loan (repayable and voluntary loan subject to interest)<\/li>\n<li>the tuition fee loan (only for tuition)<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Below is a table showing the amount of money you will receive from the government per month, depending on whether you live with your parents or not.<\/span><\/p>\n<div id=\"attachment_7296\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-7296\" class=\"wp-image-7296 size-large\" src=\"https:\/\/weblog.wur.eu\/international-students\/wp-content\/uploads\/sites\/7\/2026\/01\/Image-DUO-1024x404.jpeg\" alt=\"\" width=\"1024\" height=\"404\" srcset=\"https:\/\/weblog.wur.eu\/international-students\/wp-content\/uploads\/sites\/7\/2026\/01\/Image-DUO-1024x404.jpeg 1024w, https:\/\/weblog.wur.eu\/international-students\/wp-content\/uploads\/sites\/7\/2026\/01\/Image-DUO-300x118.jpeg 300w, https:\/\/weblog.wur.eu\/international-students\/wp-content\/uploads\/sites\/7\/2026\/01\/Image-DUO-768x303.jpeg 768w, https:\/\/weblog.wur.eu\/international-students\/wp-content\/uploads\/sites\/7\/2026\/01\/Image-DUO-150x59.jpeg 150w, https:\/\/weblog.wur.eu\/international-students\/wp-content\/uploads\/sites\/7\/2026\/01\/Image-DUO.jpeg 1272w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-7296\" class=\"wp-caption-text\">Information taken from the DUO <a href=\"https:\/\/duo.nl\/particulier\/student-finance\/\">website<\/a>.<\/p><\/div>\n<p><span style=\"font-weight: 400\">For Dutch nationals, the student financing differs from that of international students, so I recommend Dutch students go to <\/span><a href=\"http:\/\/duo.nl\"><span style=\"font-weight: 400\">duo.nl<\/span><\/a><span style=\"font-weight: 400\"> for more information.\u00a0<\/span><span style=\"font-weight: 400\">For internationals from EU\/EEA countries, Switzerland or the United Kingdom, you may also be able to apply for all grants offered by the Dutch government by meeting specific conditions below. Non-EU internationals also have an opportunity to apply for this grant, but it has more specific requirements.\u00a0<\/span><\/p>\n<h2>Am I Eligible?<\/h2>\n<p><span style=\"font-weight: 400\">There are general requirements that both international and Dutch students applying for the grants have to meet; they are listed below:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">You must be younger than 30 on the day your student finance starts<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">You are enrolled full-time in an MBO school, HBO, or university: bachelor&#8217;s, master&#8217;s or associate degree (Wageningen students qualify)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">You have Dutch nationality\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">OR have a residence permit type II, III, IV or V.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">OR you are a national of an EU\/EEA country, Switzerland, or the United Kingdom<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">OR is your partner or parent a citizen of one of these countries<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">For EU, EEA, Swiss and UK citizens, you have to meet these additional requirements:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Meet the first and second general requirements above\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">You\u2019ve lived in the Netherlands for 5 or more consecutive years OR <\/span><span style=\"font-weight: 400\">you (or your parent\/partner) are a migrant worker in the Netherlands<\/span><\/li>\n<\/ol>\n<h3>What if I am not eligible?<\/h3>\n<p><span style=\"font-weight: 400\">Yet still, if you do not satisfy these requirements, you can still apply for the student and tuition fees loans! Just not the grants. <\/span><span style=\"font-weight: 400\">For non-EU nationals, the only way to be eligible for the grants is if you have a valid Dutch residence permit of certain types (e.g., type II, III, IV or V; or, under certain conditions, a type I permit).\u00a0<\/span><\/p>\n<h2>DUO rights as EU students<\/h2>\n<p><span style=\"font-weight: 400\">This section provides information on how to get EU international students to get DUO loans and grants as \u201cmigrant workers\u201d. <\/span><span style=\"font-weight: 400\">There are certain guidelines that DUO has set out for applicants under this category, where all requirements need to be satisfied:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">You do paid work in the Netherlands for at least <\/span><b>32 hours per month<\/b>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Or If you work fewer than 32 hours\/month, then over a period of 6 consecutive months, you average <\/span>24 h\/month<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Can be an employee or self-employed\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">You have a monthly income of at least 50% of the social-security norm <\/span><span style=\"font-weight: 400\">(in 2025: over 21 = \u20ac672.73\/month, under 21 = \u20ac166.09\/month)<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">Once you have established that you are a qualified applicant, <strong>here is a list of all the documents and evidence you need to apply:\u00a0<\/strong><\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Personal ID \u2013 passport, EU national ID, or residence permit<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Citizen Service Number (BSN) proving you are registered at a municipality in the Netherlands (a<\/span><span style=\"font-weight: 400\">ll Wageningen students get this automatically)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A Dutch bank account\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Employment contract (signed) if you\u2019re an employee (f<\/span><span style=\"font-weight: 400\">or self-employed\/freelance: go to <\/span><span style=\"font-weight: 400\">duo.nl<\/span><span style=\"font-weight: 400\"> for more specific information)<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Recent payslip plus the corresponding bank statement showing the payment<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">If you work less than 32 h\/month, payslips + bank statements for the last 6 months may be required (or however many months you actually worked). <\/span><span style=\"font-weight: 400\">TIP: Keep all pay stubs and related information; do not delete after submitting!<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">If you wish to apply for the supplementary grant, you also need to provide proof of your parents\u2019 (or partner\u2019s) income from two years prior.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">For the application itself, it is via Mijn DUO (online). You\u2019ll need a DigiD or European eIDAS-identity to log in (<\/span><a href=\"https:\/\/www.digid.nl\/aanvragen-en-activeren\/\"><span style=\"font-weight: 400\">apply for DigiD<\/span><\/a><span style=\"font-weight: 400\">)<\/span><\/li>\n<\/ol>\n<p><strong>\u00a0Below is the explanation of how to apply for DUO:<\/strong><\/p>\n<ol>\n<li><span style=\"font-weight: 400\">Apply for DigiD<\/span><\/li>\n<li><span style=\"font-weight: 400\">Collect the essential documents mentioned above\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400\">Go to the <\/span><a href=\"https:\/\/duo.nl\/particulier\/student-finance\/apply.jsp\"><span style=\"font-weight: 400\">application site<\/span><\/a><span style=\"font-weight: 400\"> and log in with your DigiD information\u00a0\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400\">Fill in all required personal information, and for which grants you are applying for<\/span><\/li>\n<li><span style=\"font-weight: 400\">When prompted, upload your supporting documents in the correct upload section\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">At the same time as your application, within 4 weeks<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Important file upload note: you can only upload files once during this step. If you need to send several files, combine them and upload them together before confirming\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400\">After you submit:<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Temporary decision: DUO sometimes issues a temporary grant while they request more proof. Follow any further instructions given via e-mail. <\/span><span style=\"font-weight: 400\">If denied, regather the proper evidence needed and reapply<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Processing time: plan for up to 8 weeks of processing time<\/span><\/li>\n<\/ul>\n<\/li>\n<li>Getting payment:\n<ul>\n<li><span style=\"font-weight: 400\">Decision letter: if approved, the letter will say which month your finance starts.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Payments: DUO pays towards the end of each month. <\/span><span style=\"font-weight: 400\">If DUO approves retroactive months, those months\u2019 payments will be included as one or more lump payments, depending on timing.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h3>Final Remarks<\/h3>\n<p>At first, the DUO application process seems challenging with a lot of steps.
